A wet basement is a water-management problem, not a sealing problem, and that distinction decides whether the fix lasts. Paint-on "waterproof" coatings applied to the inside of a wall that is under hydrostatic pressure will fail — the water is being pushed through the wall, and a coating has no way to resist it.
In Chattanooga the pressure comes from the ground itself. Red clay holds water against the foundation for days after rain, and as it saturates it presses inward.
